This is what the 2025 revision of SBI codes means for users of KVK data

General questions on SBI codes

SBI codes will have 5 digits in future. Some 5.6 million SBI codes will change in the Business Register in circa 3.6 million registered organisations. 

All codes of all active registrations will change (if only by a new starting date). So, you will see all SBI codes for a company. Inactive registrations will not get a new SBI code. 

KVK adopts the new SBI codes according to the CBS classification. If an old SBI code is split into 2 new ones, KVK looks at the description of the business activities to determine the new SBI code.

Activities are registered on commercial establishments, these are aggregated on the company. When registered on non-commercial establishments, the SBI code is aggregated on the social activity. If there are no establishments, the SBI code is registered on the legal entity.

To understand the difference and meaning of the old and new SBI codes, go to the overview (Dutch only) under 'Codes without a fifth level' on the website of Netherlands Statistics (CBS). As you can see, code 70102 continues to exist, but its description is revised. Code 6420 is divided into two codes: code 64210 for financial holdings and 64220 for a financing entity within a corporate structure. 

On their website, Statistics Netherlands (CBS) provides an overview of all the SBI changes. You can find an (Dutch only) overview of the changes from 2008 to 2025 under the heading 'Codes without a fifth level'. 

SBI codes are adjusted for all active registrations in the Business Register. This means existing and new registrations will get new SBI codes. 

KVK informs entrepreneurs and other organisations about the SBI code changes via social media, the newsletter, and My KVK.  

Impact on organisations

KVK cannot say what impact the change of SBI codes will have for customers. It is important to check within your own organisation in which processes you use the SBI codes. Then make a plan to switch to the new SBI codes.

SBI codes are used by different organisations in different ways. For example, for risk classification, setting rates for financing or insurance. But also to determine which pension providers an organisation falls under, whether a business requires a licence or is entitled to subsidies, and for analysis and reporting purposes and so on. 

Municipalities use SBI codes for various processes, such as giving a business a licence, enforcement, tax collection, staying in touch with businesses, supervising healthcare institutions, and as part of the process of allocating personal care budgets (PGBs). An organisation's systems may not recognise the new SBI codes. This could cause processes to go wrong or come to a halt. Examples include permits not being renewed or issued or incorrect subsidies being granted.


Check in which processes your organisation uses SBI codes. Then make a plan to switch to the new SBI codes.

The conversion table contains the following information: KVK number, branch number, new SBI code, registration time, start date, and main activity.

Technical questions

No notifications or signals will be sent for this conversion. For specific clients, the population may be re-determined. This will be the only possible impact. 

The SBI code revision will not affect KVK Dataservice. The field length in KVK Dataservice can accommodate a 5-digit SBI code. The test data will be adjusted to the new codes. 

Implementation

KVK can generate a test conversion file. Clients can also make a test file themselves that adjusts the SBI2008 code to the default SBI2025 code value, based on their own population in their own testing and acceptance environments. 

KVK is consulting with software suppliers about adjustments to applications. As soon as we can tell you more, we will do so on the KVK website.

KVK will process the SBI conversion in the Business Register from 5 through 8 September 2025. 

Planning

KVK will process the changes from 5 through 8 September 2025. The conversion is expected to take 2 to 4 days. Should the conversion not go to plan, everything will be put back. If that happens, we will try again in the following weekend. We do not expect that to happen, however. 

You cannot order Business Register products in that weekend. The KVK website will not be affected, but products will not be available. Nor can you use other channels, such as the Dataservice / API channel, to request products.

No. There will be no transitory period. Old and new SBI codes will not be used or registered together.Â
